How to Set Up Google Ads Conversion Tracking (Step by Step)

If you run Google Ads but cannot say which ads bring in sales, you are guessing with real money. Google Ads conversion tracking fixes that. It tells Google which clicks turned into a purchase, a lead form or a phone call.

This guide walks you through the setup step by step, in plain English. By the end, you will know what to track, how to install it, and how to check it actually works. If you would rather hand it over, that is exactly what our conversion tracking service does.

What Google Ads conversion tracking actually does

A "conversion" is any action you care about after someone clicks your ad. For a shop, that is usually a purchase. For a local business, it might be a booking, a form or a call.

When a visitor completes that action, a small piece of code called a tag fires on your site. It sends a message back to Google Ads saying "this click turned into a sale". Google then uses that data in two ways:

  • Reporting: you see which campaigns, keywords and ads bring in results, not just clicks.
  • Smart bidding: Google's automatic bidding (and campaigns like Performance Max) learns who is likely to buy and bids more for them.

Without tracking, smart bidding is flying blind. It optimises for clicks, which are cheap, instead of sales, which matter.

Before you start: decide what to track

Most messy accounts start with tracking too much, not too little. Pick one or two actions that are real business results. Everything else can be tracked as "secondary", which means Google records it but does not optimise for it.

Business typePrimary conversionGood secondary actions
eCommerce shopPurchase (with order value)Add to cart, begin checkout
Local service businessBooking or lead form submitCalls from ads, directions clicks
B2B or agencyQualified lead formBrochure download, newsletter sign-up

You will also need three things ready:

  1. Admin access to your Google Ads account.
  2. Access to your website, or to Google Tag Manager (a free tool that lets you add tags without editing site code).
  3. A "thank you" or order confirmation page, or a clear event that happens when the action is complete.

How to set up Google Ads conversion tracking

There are three common ways to install it. Use the Google tag (gtag) directly on your site, use Google Tag Manager, or import key events from GA4. GA4 now calls conversions "key events". For most businesses, our team recommends Google Tag Manager. It keeps all your tags in one place and makes changes easier later.

Step 1: Create the conversion action in Google Ads

  1. In Google Ads, open Goals, then Conversions, then Summary.
  2. Click New conversion action and choose Website.
  3. Enter your website address and let Google scan it. Then choose to set it up manually.
  4. Pick a category, for example Purchase or Submit lead form.
  5. Give it a clear name, such as "Purchase - website".

Step 2: Choose the settings that matter

These settings change how your data looks, so do not skip them.

  1. Value: for a shop, choose "use different values for each conversion" so real order totals are passed. For leads, set an average value you would pay for one lead.
  2. Count: choose "Every" for purchases and "One" for leads. One person filling in your form five times is still one lead.
  3. Click-through conversion window: how long after a click a sale still counts. The default of 30 days suits most businesses.
  4. Attribution model: keep "data-driven". It shares credit across the ads that helped, not just the last click.

Save it. Google will now show you a Conversion ID and a Conversion label. Copy both.

Step 3: Install the tag with Google Tag Manager

  1. In Tag Manager, create a new tag of type Google Ads Conversion Tracking.
  2. Paste in your Conversion ID and Conversion label.
  3. For shops, add the order value, currency and transaction ID as variables from your data layer (the information your site passes to Tag Manager at checkout). The transaction ID stops the same order being counted twice.
  4. Set the trigger to fire only on the completed action, such as the order confirmation page.
  5. Add a Conversion Linker tag that fires on all pages. It stores the ad click details so the conversion can be matched back.
  6. If you get visitors from the EEA, set up Consent Mode v2 so tags respect each visitor's cookie choice. It is required there.

Do not publish yet. Test first.

How to test that it works

Testing is where most DIY setups fall down. A tag that "looks installed" can still send the wrong value or fire twice.

  1. Use Preview mode in Tag Manager and complete a real test conversion on your site.
  2. Check the conversion tag fired once, on the right page, with the right value.
  3. Publish the container.
  4. Back in Google Ads, watch the status of your conversion action. It moves from "Unverified" to "Recording conversions" once real data arrives. This can take a few hours.

Common mistakes that skew your data

We audit a lot of accounts, and the same problems come up again and again. Each one quietly teaches Google's bidding the wrong lesson.

  • Too many primary actions. If page views and add-to-carts count as conversions, Google chases cheap actions instead of sales.
  • Double counting. The same purchase tracked by the Google tag and imported from GA4 counts twice. Keep one as primary.
  • No transaction ID. Refreshing the thank-you page can record a second sale.
  • Static values. Every order showing as "1" means you cannot see your real return on ad spend.
  • Tag fires on the wrong page. A trigger set to "all pages" turns every visit into a conversion.
  • Ignoring consent. Without Consent Mode v2, EEA data can drop sharply or stop flowing.

Take it further with enhanced conversions

Basic tracking relies on cookies, and browsers block more of them every year. That means some real sales never get matched back to the ad that caused them.

Enhanced conversions fill part of that gap. They send a secure, scrambled version of the customer's email address with the conversion, so Google can match it to a signed-in user. We cover it fully in our guide to turning on enhanced conversions for Google Ads. Once basic tracking works, it is usually the next step.

FAQ

How long does Google Ads conversion tracking take to start working?

Once the tag is live, the status usually changes within a few hours, and can take up to a day. Smart bidding then needs a few weeks of steady conversion data before it performs at its best. Avoid big changes during that learning period.

Should I use the Google tag or Google Tag Manager?

Both send the same data to Google Ads. Google Tag Manager is easier to manage when you also run GA4, the Meta Pixel or other tools. If your site has very few tags and will stay that way, the Google tag on its own is fine.

Can I just import conversions from GA4 instead?

Yes, you can import GA4 key events into Google Ads. It is quick, but the data can arrive later and may differ from a native Google Ads tag. Many accounts use the Google Ads tag as primary and keep GA4 imports as secondary, but never count both as primary.

If any of your visitors come from the European Economic Area, yes. Google requires it to keep using their data for ads and measurement. It also lets Google model some of the conversions you cannot observe directly.
